State authorization is the legal foundation of an institution’s ability to operate and enroll students within its jurisdiction. Private postsecondary institutions must maintain approval from the applicable state regulatory agency in order to legally operate and participate in federal Title IV financial aid programs.
Failure to maintain state authorization — whether due to enforcement actions, renewal deficiencies, noncompliance, or unapproved substantive changes — can result in serious operational consequences, including loss of federal financial aid eligibility, enrollment restrictions, financial penalties, or institutional closure.
BPPE Compliance Areas
Initial Approval Applications — We prepare complete applications for new private postsecondary institutions, including ownership documentation, facility information, faculty qualifications, curriculum development, student services policies, financial statements, and tuition schedules.

Multi-State Authorization & SARA
Institutions offering distance education to students in other states must obtain authorization in each state where they enroll students — either through individual state applications or through the State Authorization Reciprocity Agreement (SARA). SARA provides a streamlined pathway for distance education enrollment in most participating states, but does not eliminate authorization requirements for institutions with physical campuses in additional states. We manage multi-state authorization compliance across your full enrollment footprint.
